WAM records Cabinet approval of the AED292.5 billion Federal General Budget Plan 2027-2029

The Emirates News Agency, the UAE's official channel, has issued the cabinet release recording approval of the AED292.5 billion Federal General Budget Plan for 2027-2029. Per the official record, the Cabinet, chaired by Sheikh Mohammed bin Rashid Al Maktoum, approved the multi-year plan, which represents a 28.3 per cent increase compared with the 2024-2026 budget cycle.

The WAM release is the citation-grade primary record of the week's territory-defining decision: research modules and client-facing documents can anchor on the official text rather than secondary coverage. The three-year framing itself is the signal - cycle-length visibility is a governance choice that rewards clients who plan against the full 2027-2029 horizon rather than annual snapshots.

IMF cuts 2026 Gulf growth forecasts on prolonged Hormuz closure

The IMF has significantly lowered its 2026 growth forecasts for Gulf economies in its latest World Economic Outlook, citing the prolonged closure of the Strait of Hormuz. The Middle East and North Africa region is now the only region expected to contract this year, by an estimated 2 per cent, while Bahrain, Kuwait and Qatar face double-digit contractions of 11.3, 16.7 and 15.6 per cent respectively. The fund projects the UAE to contract by 3.9 per cent this year before rebounding at 7.7 per cent in 2027, conditional on the normalisation of shipping routes, with Oman the only GCC member expected to grow in 2026, at 4.1 per cent. IMF chief economist Silvana Tenreyro said the outlook reflects two main forces: the negative supply shock from the Iran war and the positive demand shock from the AI infrastructure boom.

FalconBridge Lens

The decision-relevant number is the conditionality: the UAE's projected 7.7 per cent rebound in 2027 is explicitly premised on the strait gradually reopening from March 2027. Scenario work for GCC-exposed clients should treat that date as an assumption to monitor, not a forecast to bank - a natural stress-test for both the March-2027 normalisation and its slippage.

IMF's Azour: prolonged war is the region's biggest risk, and buffers "are finite"

Jihad Azour, the IMF's director for the Middle East and Central Asia, told reporters at the IMF and World Bank annual meetings in Bangkok that prolonged war and renewed disruptions to energy production, shipping routes or critical infrastructure pose the biggest risk to economies in the Middle East and Central Asia. Pre-war surpluses, alternative routes, demand adjustments and substantial inventory drawdowns had contained the energy shock, he said, but "these buffers bought time, but they are finite" - inventories are lower, spare capacity is tighter, and renewed disruption could generate much larger price adjustments. The fund forecasts a 1.3 per cent contraction for the Middle East, North Africa and Pakistan region in 2026, after growth of 3.3 per cent in 2025, followed by a strong but uneven rebound of 6.6 per cent in 2027.

FalconBridge Lens

"Buffers are finite" converts the region's celebrated resilience from a comfort into a countdown. The operative question for any client with regional exposure is buffer position - inventories, liquidity, alternative-route logistics - and any plan that silently assumes indefinite shock absorption needs its supporting evidence tested now, while the testing is still strategic rather than reactive.

UAE Cabinet approves Dh292.5 billion federal budget for 2027-2029

The UAE Cabinet has approved a Dh292.5 billion federal budget for 2027-2029, with expenditure rising 28.3 per cent compared with the previous three-year period, Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, said. The Cabinet also approved the 2027 federal budget, with expenditure of Dh90.1 billion. In the 2027 breakdown, social development and pensions receive the largest share at Dh34.6 billion (38.4 per cent), ahead of government affairs at Dh29.1 billion (32.3 per cent) and federal expenditure at Dh17.8 billion (19.7 per cent). Sheikh Mohammed said the priorities remain "education, healthcare, housing, social services, and the quality of life and stability of our citizens."

FalconBridge Lens

A 28.3 per cent spending lift across a three-year cycle, anchored on social development, gives UAE-exposed operators a planning horizon most territories currently lack. Read alongside the IMF's 2026 downgrade for the UAE (Theme 2 - an inference beyond this article's own scope), the budget reads as a deliberate counter-cyclical commitment rather than a mechanical rollover. The higher-leverage move for clients is engaging where the multi-year money lands - federal procurement, social infrastructure and quality-of-life programmes - at 2027 programme-design time, not annual-allocation time.

One to watch

Businesses with annual revenues of Dh50 million or more must appoint an accredited e-invoicing service provider by October 30, 2026, and implement e-invoicing by January 1, 2027, under the Federal Tax Authority's September 29 confirmation. Under Ministerial Decision No. 168 of 2026, effective October 1, the preliminary-approval stage is removed: providers must complete the defined assessments and testing before accreditation, and providers that held preliminary approval have 30 days from October 1 to complete accreditation or have that status terminated. In-scope businesses below the Dh50 million threshold appoint a provider by March 31, 2027 and implement by July 1, 2027. Watch: the October 30 appointment deadline and the accreditation pipeline through the 30-day transition window closing at the end of October.
